Default File open details

Open Explorer (only one instance of it being open) and set the view to
details. Click on Tools, Folder Options, View Tab. Click the Reset All
Folders and Like Current Folder buttons. Holding down the Ctrl key, click
the X to close Explorer.

Whenever I open a file open dialogue, it presents me with the filenames
and
icons. I like to see the details, and select this most of the time, but
each
time the dialogue opens, the view is reset to display icons and names
only.
Is this a Windows property or have all application developers programmed
their file open dialogues to the same default? Is there a way to get all
of
these to open with their view set to display the details?

Any help would be much appreciated.
