The MS KB recommends installing in the reverse order (earliest OS first).
This way, during the XP instal routine, you can elect to instal a Boot
Manager that presents at startup a menu offering either XP or any other
OS already present.

But your installing XP on an NTFS drive (which MS-DOS cannot read)
suggests that you can instal Win98 in the normal way, because DOS
will see your current E: as drive C: and format it FAT32 for installation.

However it would be prudent for you to instal a boot manager first,
capable of sensing the two OSs and offering you the choice. No
boot manager is part of the Win98 instal process. If you have a
floppy drive, you could start Win98 by booting from an MS-DOS
floppy with an AUTOEXEC.BAT file written to start Win98 from
its appropriate hard drive (which DOS will see as C
