16MB ATI Rage 128 Ultra?

Can't find 'Ultra' but you could try here for starters for 'WinMe Drivers

If so, sounds like a driver issue. Try Removing all display adapters :-

Control Panel / System / Device Manager select and 'Remove' ALL
references
to your Display Adapters (and Monitors).

Re-boot and let WinMe re-detect (plug&play) your Display Adapter etc. and
install
the (latest) WinMe drivers for your card.

N.B. You should confirm that you do have the latest WinMe drivers for
your
Video card by checking on the manufactures web site.
