files that are marked as the most highly protected in Win ME (the SR
archive) cannot just be removed at will with a few sneaky Windows
tricks -

You could, if you have a big enough RAM stick, and your PC supports
booting from USB, boot from Bart PE and use that to delete the files -
but
that presupposes that you have a recent XP and Bart PE available to use
for the work.

...or you could use a Linux (ptui!) - with the same provisos as for
Bart.

Does your PC support booting from USB? - AFAICT, it doesn't. - RTFM for
that.
