Gary on this note, I wanted to mention that my PC has a fairly recent version
of my ATI Graphics card 9200 but not the most recent version. I know how to
unistall the driver, switch to Standard VGA, and install the most recent
driver from the website. I like to do this in order to have support for the
latest games through 98SE even though I am not a huge gamer like I used to
be. How do I ensure that I have removed all the traces of the old driver to
help prevent too much junk for getting on my PC? Since this is a recent
clean install of 98SE from the new year; I thought I would start things out
on the right foot. TIA for all of your help.

No, you don't want to get these drivers at Windows Updates. You need the
proper drivers from the manufacturer. You probably already have them on your
system. Your best bet is to first change your adapter to Standard VGA, then
reboot and reinstall the proper drivers. Without a lot more info from you,
there is no way for us to tell you what or where those drivers should be
obtained.

If the drivers are the right ones, and settings are default, and you still
have problems, then there are other things to look into. But it's a fool's
errand to go into that before you make sure the drivers are the right ones
and you've reinstalled them.
