Really, you should be cured by now. Your original problem should have
been curable by an over-install of IE. The problem encountered during
the over-install should have been cured by what Badour said, as so said
the articles I posted.

I don't know. Perhaps...

(1) Boot to ProgMan as before.
(2) Select "Run" from it's File menu.
(3) Enter "RegEdit"
(4) Then do the rest of...

You Cannot Finish Installing or Upgrading Internet Explorer
.......Quote of article..............
NOTE: If you try to install Internet Explorer, you may receive the
following error message:

A previous program installation was never completed.
You need to restart your computer to complete that installation before
running Internet Explorer Setup. Setup will now close.

To resolve this issue, follow these steps:
....snip...
3. In Registry Editor, locate and click the following registry subkey:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Contro l\Session Manager
NOTE: In this registry key, Session Manager is two words.
4. In the right pane of the Registry Editor window, right-click
PendingFileRenameOperations, and then click Delete.
5. On the Confirm Value Delete message that appears, click Yes.
6. In the left pane of the Registry Editor window, expand the Session
Manager subkey.
7. If a FileRenameOperations subkey is listed, click it, and then delete
all entries from the FileRenameOperations subkey in the right pane.
8. Quit Registry Editor.
9. Restart Internet Explorer Setup.
.......EOQ of article................

BUT, I fear it is much the same as renaming Wininit.ini, which already
failed to cure you.
