I have tried reinstalling the drivers. Dell moderator ChrisM has helped me
locate the drivers from the Dell site and I have searched for the proper
drivers using the Service Tag on the Dell site. The Intel graphics card is
part of the Dell motherboard so there is not a problem with loose
connections. The downloaded files are unzipped, placed in folders, the
installation is completed, the computer reboots, but I still have the yellow
exclamation mark. I can go into the driver file details and the File Version
4.13.01.2759 reflects the driver version I downloaded and installed.

I have also tried the drivers from the Intel site. I have not had any luck.

I think you should retry to install the latest Intel driver for your
particular video chip. Note that this file is rather old, as this chip is
obsolete now.
See the link from my previous post and retry the updating.

Typically, this involves downloading the install file, eg., to your newly
created folder, C:\Windows\Drivers\Intel\Graphics, and running it, which
will automatically place all the needed driver files in the desired
folders,
usually Windows\System, and Windows\INF. When you reboot, you will be
using
the new video driver, and can configure the video system, as desired,
using
the Display applet. You may see some new features in the applet, due to
the
updated driver. Set the resolution, color depth, and refresh rate to
those
desired. Confirm that the correct monitor driver is installed to enable
all
the monitor's features.

"Patience and persistence" are the key.
