If you can see the top border of the window, then grab it with the mouse and
move the border down. Then grab the menu bar and drag the whole window up.

If the problem is that the window is too large for the display, then you
need to increase the display area. Right-click a blank part of the desktop
and select Properties then Settings. Move the Screen Area slider one notch
to the right.

For most windows, pressing Enter is the same as selecting OK.

Had a problem with monitor and video card.
Everything is up and running but here's a problem.
(This also pops up once in a while on my other system but not to this
extent).
When I open a new screen, in this example my scanning program and control
window, it runs off the bottom of the screen and I can't get to the OK,
Cancel, Apply buttons, even if I click and drag the top as high as I can.

Suggestions please as this happens on other programs as well,
