Try manually recreating the Quick Launch toolbar.
C:\WINDOWS\Application Data\Microsoft\Internet Explorer\Quick Launch

You'll have to populate it again.

As you have already found the C:\Windows\Application Data folder is one of a
number of locations excluded from System Restore monitoring. Other such
excluded folders include My Documents, Favourites, Cookies, TIF,
Windows\Temp, Windows\Applog and Windows\Downloaded Program Files.
