Try this old response of mine:

Edit System.ini with Notepad or Sysedit (Start-Run-Sysedit) and see
if there is a line in the [386Enh] section.
device=symevnt.386
Remove the line if there.

Next, use Regedit.exe and remove any reference to Symevnt.386
Start-Run-Regedit.
Navigate down to
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Servic es\VxD
Expand VXD, find Symevnt and delete if there.
Restart the computer when finished.

You should be able to achieve the above in safe mode

Seriously, they load *so_much* crap into the Registry and
elsewhere, using various names, that *I* would be hard pressed to
clean up after Norton. Worse yet, "your" versions are so old, now,
that specific Support for then is unavailable (at least, I can't
find it.) The messages you are getting appear to refer more to
Live Update than to the specific programs, and I suspect that that
is where your primary problem is. Live Update for Norton/Symantec
products is installed separately--has it's own uninstaller. All I
can suggest is what little I've found at their website--reinstall
the apps and then try uninstalling again.

I have both of the programs you're speaking of (in my pile of
stuff) and given time, I could come up with some answers, but I'm
just a bit too busy at this time and not really in a place where I
can devote a test installation to it.

checked the Win.ini file and there is nothing in either win or
system.ini files only in the registry.

I am very reluctant to try Symantec/Norton and was thinking that
a "manual" edit would be a better option.

How can I safely delete these entries? I ran MS's RegClean but
that made no difference.
