Default Data recovery?

I haven't blocked access to drive letters beyond C using a tool such as
TweakUI.

The master has drive letter C and the slave does not have a drive letter.

Also no yellow and white exclamation mark or red cross appear.

I asked about the previous operating system in case this had been for
example XP and the missing drive formatted to use the NTFS filing system
which is unreadable in Win Me without the use of third party drivers.
I can not see the slave drive in Windows Explorer.
I can see the master drive in Explorer.
I can see both drives in the device manager.
Windows ME was the previous operating system.
