Default I can't get online

My computer is working ok, but the only thing right now is I can't get it
online. I booted the modem and router by hard booting them, unplugging the
modem first and then unplugging the power on the router second and waiting 5
mins 2 times and no go! I think I have to manually put in some data when I
use the internet connection wizard. I'm using cable connections in this house
and the ICS host PC is in the living room. I have 3 PCs in the house, 1 in
the living room and 1 in my room and 1 in my brother's room which is the one
giving me the problem. So, after I check, I want to set up my internet
connection manually, or I want to connect through a local area network (LAN).
Then I get to the next box that says, I connect through a local area network
(LAN). The next box is the local area internet configuration. In that box
there are 2 or 3 options. The first option is, Automatic discovery of proxy
server- recommended. I used that option with no luck more than once. The next
option is, Use automatic configuration script, and then you have to manually
put in an address. I tried that option but the adress I put in the box was
0.0.0.0. I think that's the wrong address. I went to Start, Run, Command, and
then ipconfig and 0.0.0.0 came up, so that's why I input that address. And
finally the last option is, Manual proxy server. I checked that box and it
brought me to the next box which had, HTTP then proxy to use and then a box
port, next is Secure and proxy to use and port, the next one is FTP proxy to
use and port, next is Gopher proxy to use and port, and the last is Socks
proxy to use and port. Your supposed to input some data in one or each of
these boxes. Then a checkbox that says, Use the same proxy server for all
protocols. Thats is so far. I don't know what data to input in all or any of
those boxes. Usually when I hook up a PC in my brother's room there is no
problem getting online. I just boot the modem and router and usually that
does it. This Windows 98 SE edition maybe needs manual input to get it
online. I've never used this PC yet. It's a DIY PC that I put together.
Any help would be greatly appreciated!
