If it doesn't say that it works with W98 then it almost certainly won't.
Microsoft and Toshiba do not make W98SE available for download. You might
be able to buy it on e-Bay or through the on-line computer stores, but I
would be very careful about installing a generic W98SE on a laptop - you
might lose features or you might find parts of the hardware aren't supported
or it might just not work.
