It depends upon what you mean and want/need as a server.
Win98 could/can support two Microsoft servers, PWS {ftp, web} and IIS
[ftp]. Within those servers, third party developers could and did offer
additional features [example: Cold Fusion].
It could/can run older Win32 ports of Apache among several other servers
once offered by third party programmers..
