Default Upgrade from Windows 98 English to Windows Me Upgrade EDTN in Hebr

The upgrade language difference is not compatable, however Microsoft says the
workaround is:

-- 1. Start Registry Editor.
2. Locate the following key in the registry:
HKEY_USERS\.Default\Control Panel\Desktop\ResourceLocale
3. Change the value to match the language locale to which you are upgrading.
See the following Microsoft Knowledge Base article for some of the common
codepage values:

4. Quit Registry Editor.
For example, if the registry key is set to 000809, the ResourceLocale
setting is UK English. Running a U.S. English upgrade CD-ROM results in the
error message. In this example, change the registry value to 000409.
