Default Internet Connection Starting Automatically

Your understanding is wrong. Pay real close attention to these words you typed:
'Dial Whenever A Network Connection Is Not Present'
^ ^ ^ ^

In straight forward words:

A modem is not connected until you ask it to connect by activating IE, OE, Netscape
or any other such app. With your setting and no connection at boot, it will dial to
attempt a connection.
