First of all you want your OS to be on different partitions. So the letter
in the title will not be the same. You could call them both windows.
Because it would look like this. Put two OS is asking for problems
C:\WINDOWS
D:\WINDOWS

- Windows 98 in C:\WINDOWS
- Windows 3.1 in C:\WIN311
- boot in MS-DOS mode
- CD to the appropriate folder and give "WIN" command
Would this work? I fear that Windows 3.1' File Manager will choke on
long file names and FAT32.
