Have you changed/upgraded any hardware or their settings recently (e.g.
Graphics card)?

Are you sure that you have the correct (and latest) WinMe driver installed
and properly set up for your Graphics Card/Display Adapter? Check in Device
Manager for error warnings (yellow or red exclamation/question marks) and
re-install if necessary.

It's also worth checking Device Manager in Safe Mode - my guess is that you
will see more than one display adapter shown (hence VDD(03)) so you may have
to 'remove' them ALL in Safe Mode and then reboot into Normal Mode and
re-install the correct WinMe driver for your Graphics Card.
