Default How to determine if 98 is upgrade or not?

To add to that...Why would system information use the word "upgrade", my
assumtion that it was an upgrade was based on that? Relook at the system
information I posted if your in doubt. It's exactly as stated, give or take
a few x's.

that it could be an upgrade over Win95, but what does it matter?
The same system files exist in an upgrade CD as in a full CD, though
OEMs may vary that.
