Default How to determine if 98 is upgrade or not?

It says Microsoft Windows 98 4.10.1998 under System...

but does that ensure that it wasn't installed as an upgrade to 95?

Its an oldie and i have no cd for it.
I want to buy a cd that has all the cab files I need... would an upgrade cd
have all the files?

Right click My Computer, click Properties. What does it say on the General
tab for System? What is the version number?
