Default How to determine if 98 is upgrade or not?

thanks...theorhetically one could buy a win98 upgrade cd and have all the
files needed when win98 asks for the cd to add files/software like
"accessibility"? Even if the licenses are different?

The same system files exist in an upgrade CD as in a full CD, though
OEMs may vary that.
