Antivirus software may be interefering with IE's installation.
If no joy, then Zee has a method to get IE to install properly.

download MSIE critical update (the big one that you have to install
separately) I did get a message that IE was successfully updated. I am

I am running setup right after reboot with no programs open. Every time
I reboot Setup is there!

Like I said sorry to be such a pain but if it's not one thing it's
another!!!!
