disable shell items context menu is available in Poledit, changes a registry
setting, First install policy editr
establish polices (import the .adm files)
open registry
local machine
scroll down the whole list of policy changes opening the + signs as you go,
to "disable shell item context menus"

Poledit resides in tools\reskit\netadmin\poledit folder of the Windows 98
and 98SE cd,

many of the options/tweaks in Windows Policy editor will lock all users out
of windows if not applied exactly correctly and in sequence.
