Having issues with Winipcfg

I am using a Compaq Armada 1700 laptop which runs Windows 98 Second

with it, but I was unable too. My network PCMCIA card works, but cant

fails to respond after this.
I did a search on the web and some website said to add/remove dial up
networking, and re-install. I did this, but it did not fix my problem.
So I then called my ISP's tech support, and he reccommended that I remove
my Network Card drivers, and re-install from the floppy, and I did this,
but my problem remains.
So therefore I think I have a SERIOUS problem.
Does anyone have any solutions?

Perhaps your belief that the card works is a bit overdone. Otherwise the
program would not hang as you described.
