Default with oem 98 can not get a windows 98se upgrade disk and do an upgrade at all

If the CD has Compaq on it then it is without a doubt an OEM CD.
Period. Microsoft does not license computer companies to produce
retail versions of Windows with their own brand names on them.

OEM versions are intended for use on new computers and as new
computers do not have older versions of Windows already installed on
them there is no need for the OEM versions to have upgrade
capabilities and therefore the upgrade functions have been disabled in
these versions.

You might check Ron Badour's web site. He has information there
about a method that might allow you to do an upgrade install with an
OEM CD. It did work with Windows 95 but in my experience it does not
work with most OEM versions of Windows 98.
