Windows Me supports only the FAT16 and FAT32 file systems on hard
drives. This means that the largest workable size for a hard drive
is 128 gb. Anything larger requires either a cluster size bigger than
32K or more than 4.1 million total clusters, and either will cause
problems.

You need to partition your hard drive so that it has a primary DOS
partition no larger than 128 gb with the remainder of the drive as an
extended DOS partition containing at least 1 logical drive (2 if the
extended partition is more than 128 gb).
