Apart from formatting the C: drive and performing a clean
installation of 98, making sure that any virus protection
setting in the BIOS is disabled, because it ruins the
setup, you can try running the Repair features in TweakUI:

I'm having a problem with a customer's machine. It's
running Win98SE /
IE5.5. Initially the machine hung as soon as the desktop
appeared and would
go no further. Booting into safe mode and disabling all
none-essential items
in msconfig allowed the machine to start Windows, but
opening My Computer,
Recycle bin etc caused
Explorer caused an invalid page fault in module unknown
at 000:00000001.
The machine then hung and required a reboot. Since the
machine doesn't have
it's own antivirus software (yet!) I've pulled the HDD
and scanned it in
another machine. A few trojans were found and deleted,
but the problem
remained. I've managed to install and run Adaware SE by
running its setup
from a command prompt. It found a number of nasties
including (from memory)
VX2, and duly removed them, but the problem still
persists.
I've booted from a floppy and deleted the history,
cookies and temp internet
folders, but that didn't help either.
Any suggestions would be much appreciated!
