Default CTMOUSE in Win98 DOS window (or full screen)?

The CTMOUSE driver is there and works if I boot in DOS mode, no
problem.
But if I am in Windows and a DOS Window (or full screen) the requested
CTMOUSE driver is either not loaded or superceeded by some other
driver. Any way to get the mouse driver I want in a DOS window? If I
can get a DOS compatible driver loaded (in a DOS window) that supports
the wheel, then I can make the appropriate calls in my program.
