Ok I got it. While digging a little further I found it referred to Mod
MSHMTL.DLL which did not get updated and was the wrong version. I installed
the correct version and all is well.

the file FIX.REG and select Merge and this will then merge the contents of
the
file with the registry adding back any entries that have been deleted.
Hopefully that will then fix the problem.
