I had done that already but was never given the opportunity to switch to
60mhz.
What I did do was delete the hardware via the Control Panel Display
SettingsSystem.
When I rebooted it found the new hardware and reinstalled the needed
software. The system is now fine. (I have access to the refresh rates)

the screen resolution and color to one of the lower settings, click
Apply/OK.
Restart Windows in normal mode, and you should be able to reset your
display
settings.

When I rebooted it said the adapter was set up wrong. It displays as

The drivers look ok.
Is it possible there is a registry setting than has to be corrected.
