E: at the A:\ prompt - and then press return?

You should then see the prompt change to E:\

If the prompt does change to E:\ then type "setup" (no quotes) and press
Enter.

I guess that you are trying to read a CD-ROM.
Are you absolutely sure that the CD-ROM is the E: drive? It may have become
the F: drive (due to RAMDRIVE temporality moving the letters on by one
increment) whilst booting from the WinMe (startup) floppy disk. But the
screen messages will confirm the correct letter during the booting sequence
from the WinMe floppy disk.
