Delete the contents of the TEMP folder. Windows will prevent you from
deleting anything currently in use, but to be safest just reboot then
immediately delete everything in the folder.

I didn't touch the Temp folder at all, only emptied what
was in the Temporary Internet files.

But any of the downloads will not open as my Windows files
won't create a file for them in the Temp folder.
