Could I reinstall windows

No, that's not your problem. Your problem is that the computer appears to
lose contact with the hard disk during the boot. Before you proceed you
need to check whether you can see the hard disk or not. Boot to DOS using
a Win Me boot floppy and at the A:\ command type
DIR C:
and then click Enter. Do you see listed the files and folders in the root
of your C drive displayed? If not then you have hard disk problems.

into the computer. I have operating system cd and a oem startup disk
downloaded from boot disk com. Could I reinstall windows without
losing any existing data or better still get the data off?
