There's nothing in Win Me that stops pop-ups. To do that you would have
to install a third party application or perhaps customise the hosts file.

Likewise there's nothing in Win Me that would allow you to visit say
msn.com yet stop you from visiting yahoo.com unless you have blocked this
by using for example a customised hosts file.
