Two points and a possible solution.
1) The command is SCANREG /RESTORE, note the space between scanreg and
the forward slash.
2) Using TweakUI will not have removed the Accessories folder. TweakUI
does not include such functionality which would involve the deletion of a
folder. TweakUI doesn't delete folders, just make changes to the
registry.

First check that the Accessories folder wasn't accidentally dragged into
another folder on the Start Menu. If not then you will need to rebuild
the folder by recreating the folder Accessories in Windows\Start
Menu\Programs and then populating it with the sub-folders you require such
as System Tools and then making shortcuts to the various utilities and
placing those shortcuts in either the Windows\Start
Menu\Programs\Accessories folder or its sub-folders.

For example the System Tools folder simply contains shortcuts to
applications rather than the application concerned so all that it
necessary, if you cannot find the folder, is to create another and then
populate it with new shortcuts to the various applications concerned.
I've listed below the various entries and the targets for the shortcuts.

Character Map - C:\Windows\Charmap.exe
Clipboard Viewer - C:\Windows\Clipbrd.exe
Disk Cleanup - C:\Windows\Cleanmgr.exe
Disk Defragmenter - C:\Windows\Defrag.exe
Maintenance Wizard - C:\Windows\Tuneup.exe
Resource Meter - C:\Windows\Rscrmtr.exe
ScanDisk - C:\Windows\Scandskw.exe
Scheduled Tasks - C:\Windows\Explorer.exe

System Information - C:\Program Files\Common Files\Microsoft
Shared\MSInfo\MSInfo32.exe

System Restore - C:\Windows\\System\Restore\Rstrui.exe

However you do not need the accessories folder to use system restore.
There are several ways of launching system restore other than by using the
missing shortcut in the System Tools folder including:
a) From the link in Help & Support
b) From the link on the General tab of MSConfig (Start, Run, enter
MSConfig and click OK),
c) By entering C:\windows\system\rstrui.exe in the Start | Run box and
clicking OK, or,
d) By directly double clicking the file rstrui.exe (Use Windows Explorer,
rstrui.exe is in the windows\system\restore folder).

Always back up your Registry before applying any such patch!

And I recommend running all your anti-spyware tools and your AV tool
to confirm that the machine is clean.
And Defrag.

Can't do it. Under Control Panel, no entry as above.

This worked fine, I have Control Panel back, went back and corrected
any changes from Noel's post.

For some reason, scanreg/ restore would not run- bad command?

So the only remaining issue- I don't have Accessories folder in Start
Menu. It was deleted after settings in Tweakui and reboot, if I did
it as a setting, it's a puzzle.

Anyway, how to get Accessories folder restored? So I can try System
Restore.
I tried running System Restore from a command prompt as in the app
note, but I could not edit registry first as indicated, again got
"bad command".
