Apparently the Update CD is still available in the US at least - but you
have to phone PSS for it. I don't know whether it's available elsewhere.

I feel that it is so unfortunate that Microsoft chose to withdraw the
Security Update CD when XP SP2 was released as this CD was so useful for
those running Win 98/98SE and Win Me, all the more so since there have
been relatively few updates for Win 9x systems since the CD as released.
