Chinese Windows is a different operating system from English Windows, just
as is French and German the answer is that you have to clean install the
English version of the operating system you require - you can't just flip
a switch and change the underlying language of the operating system.

Note that there is just one English version of Win Me - whether used in
the US, UK, Canada, Australia or any other location. The differences here
are localisation "issues" including such things as keyboard layout and how
numbers and dates are displayed with the underlying OS being "English".
