Default video card in win98

Perhaps your cpu fan is not turning and you MB has a feature that shuts it
down even before the vid card has a chance to do its work.(prevents the
frying of a cpu)
I would look at the cpu fan upon trying to boot.
Recheck that your cpu fan is plugged into the right set of pins.
Make sure the cpu is seated properly.
In fact, remove and reseat all connectors, hardware (inc vid card and ram)
etc.
It may be that your MB went bad.
Do you see any bulging, leaking, or discolored capacitors?
