Yes, the video card did work in this system until recently. There are no
beeps upon start up and the windows music does not play, so it must not be
booting, although the lights for the hard drive, cd- rom, floppy, and even
the LED light on the motherboard do come on. But no display. I even tried
taking the hard drive out and putting it in a different system to check to
be sure Windows is still there (I know...I was desperate).

Perhaps your cpu fan is not turning and you MB has a feature that shuts it
down even before the vid card has a chance to do its work.(prevents the
frying of a cpu)
I would look at the cpu fan upon trying to boot.
Recheck that your cpu fan is plugged into the right set of pins.
Make sure the cpu is seated properly.
In fact, remove and reseat all connectors, hardware (inc vid card and ram)
etc.
It may be that your MB went bad.
Do you see any bulging, leaking, or discolored capacitors?
