I have no idea why you chose to crosspost to a Win98 newsgroup as
Win98 does not have System Restore and it is usually a simple matter
of changing the setting and pressing the Enter key. There is no
necessity to press an Apply button.

If this happens, in Windows Me navigate to C-Windows-system. The system
