What specific applications are producing these error messages?

Does the message read "not enough memory" or does it read "not enough
free memory"

You have 1 gb of RAM. With that amount of RAM you *must* have the
following entry in the [vcache] section of the system.ini file in
order to avoid false "out of memory" errors:

MaxFileCache=512000

Thank you again, Ron, and good afternoon, Mike.
I found and installed the indicated entry into
[vcache] section of sys.ini in msconfig. Haven't
time this morning to try the next giant step forward,
but will do so today. In going around again to check
that the entry 'took', I note that there is a blank
line above the entry I made, and my entry has a
thin slanty symbol to its left that I can't identify.
I'm assuming that Mother Nature intended it to be
that way. Next I'll try installing the modem driver.

I believe that solved the problem, Ron, and I thought I
posted a large *thank you* yesterday. And to you as well,
Mike, for your patience after a sticky wicket start. I
have since installed and run applications, even a modem
and FAX program, one of the main reasons for reinstalling
an older OS.
