Default Startup Group - 'Load Power Profile'.

Yes, there should be two LoadPowerProfile settings in the startup axis and
you would be ill-advised to remove either.

Anyone who suggest otherwise regrettably doesn't fully understand there
purpose. Note that each runs for but a few ms and causes no delay during
bootup.
