MS considers IE6 SP1 to be a Critical Update:

author of that post, Anthony Grey, heads up the IE/OE sustained engineering
team at Microsoft.
Upgrading will necessitate two (2) visits to Windows Update: One to install
IE6 SP1 (and reboot), then another to install post-SP1 updates for both IE
and Win98. To assure a clean install, your anti-virus application should be
disabled and all other running processes closed before installing anything,
including Windows Updates.
Early versions of IE6 SP1 proved troublesome for a small minority of Win98
users but such bugs have been addressed and trouble us no more. Don't let
anyone else tell you differently. (And don't believe a word of what
Colorado says! eg)
