Default Annoying icon appears on desktop

If you google using tilde instead of cedilla, you should have more luck.

In any event, we did a clean Win98, first edition install after
re-partioning the "C" drive into one primary DOS partition and formatting
the drive. All the hardware was setup and functioning. The only problem
is, every time the PC is used, icon appears on the desktop that contains
a cedilla (~) in a white icon with a windows flag. I remember some
years ago that an IT person at my office, told me to delete one that
appeared on my office PC...I did and never saw it again. But this one
appears every time the PC is in use.

I've opened the icon and looked inside. There is garbage in the folder but
no text that I can find that would provide a clue into what the source of
the problem might be. It doesnot seem to effect the system's performance

Called upon my friend google and went to annoyances.org, but couldn't find
anything. Anyone have a clue as to what this might be? Thanks.
