Default Garbled display

I've recently replaced my hard drive and reloaded Windows and all of my
drivers. My new video driver has some issues which I can't seem to figure out
(I have the nVidia Riva 128 and have downloaded the appropriate driver from
their website since for some reason my old one wouldn't work any more). With
some applications (games primarily) going full screen causes everything to
garble, a lot like I'm watching scrambled cable. This happened before the new
drivers were installed, but ONLY with the Windows blue error screen. I have a
Gateway computer and their solution was a new motherboard, which never solved
the problem. What's funny is that after 6 years, I actually have my blue
screen back, but now other programs have this problem. Taking a screen shot
and opening it in Paint shows the picture perfectly.

Another issue is when going full screen with any application, everything
shifts approx 1/2 inch off to the left. Makes it tough to see anything on
that side of the desktop without adjusting my horizontal position and it's
only after a restart that it will come back into place.

Any ideas out there? Thanks
