Help with setting up cd burner

I am a ((((Mac)))) enthusiast - who is just now learning about the
OTHER computers.

In Mac, I put the cd-r into the box, and the OS does the rest for me.

Well - how do I do this with a Windows 98...

I have a IBM NetVista PIII 800mHz model running Windows98. I can't get
it to produce sounds - the only sounds I do hear are occasional beeps
at the very beginning of a start up.
