RTS, may I suggest that you use a process viewer to see what is executing
prior to running defrag.
I recommend SysInternals "Process Explorer", if you don't have one now.
PE will report all...

You have done a fine job investigating the symptoms of this problem.

IMHO, the PC Tattletale is improperly coded and is causing the problem.

I suggest installing SysInternals...
