If by "deleting files permanantly", you mean rendering them "unrecoverable", you need a file shredder and/or multi pass over-writer. Google for file shredders and see what you get. Mike M's answer is basically correct, although this method will only remove the location of the files from your HDD's file catalogue. There are file recovery applications out there that can be used to try, with varying degrees of success, to recover deleted files. Shredding overwrites those parts of the HDD with random data thus rendering them effectivly unrecoverable.
