How do I move my task bar from the top of the screen back

There are several ways, but the simplest is to run System Restore and

Using the left mouse button, grab the taskbar in an empty area (where no

Left click on an empty part of the taskbar and hold the
button down. Then drag the mouse pointer to the bottom of the screen and then let go of the mouse button. If this doesn't work, then you might have the "Moving and Resizing" option disabled for the taskbar. To enable: Right click on an empty part of the taskbar and then left click on "Properties" Click on the "Advanced" tab. At the bottom of the page where it says "Start menu and taskbar", scroll down the list until you see "Enable moving and resizing".
