Hope this helps someone. After searching through Microsoft for an hour and
not finding a solution to why the "Help & Support" Index didn't show, I
figured it out. I had reinstalled Windows ME (not a clean install) and needed
to reinstall IE6 + SP1 for full function (Internet had some quirks). Voila!
