question on temp files

I have 3 folders in my windowstemp file that are in
question. The 3 files are "temporary internet
files", "cookies" & "history". When I try to delete them,
the system tells me "that that each folder is a system
folder. If I delete them, Windows or another program may
no longer work correctly".
I do have each individual folder in windows.

My question is, can I delete them in the temp file?

Any help will be greatly appreciated.
Thanks, PJ

Reboot first before attempting to delete files and folders in your Temp folder
(by default C:\Windows\Temp). Note that by default cookies are more normally
stored in C:\Windows\Cookies and the TIF is located at C:\Windows\Temporary
Internet Files.
